On 31 July, Germany sent an ultimatum to Russia demanding its decommission. The next day, there was no reply, so Germany declared war on Russia and ordered its own general mobilization. France knew that it faced German invasion, but was clear that it must stand or fall with Russia. The German ambassador to Russia delivered an ultimatum that night; "halt the mobilization within 12 hours, or Germany would begin its own mobilization" that would reasonally lead to war. By four o'clock in the afternoon of August 1, in Berlin, there was still no reply from Russia.

Italy was a partner in the Triple Alliance with Germany and Austria-Hungary but decided to remain neutral. However, a strong sentiment existed within the general population and political factions to go to war against Austria- Hungary, Italy's historical enemy. Italy was promised Trieste, southern Tyrol, northern Dalmatia, and the other territories in return for a pledge to enter the war within a month. Despite the opposition of most Italians, who favored neutrality, Italy joined the war against Austria- Hungary in May.
