OPEN ENROLLMENT FOR Spring 2025: 02/01/2026 - 02/28/2026

QCED Scholarship available amounts are based on the number of courses completed up to 4

courses (12 semester units/16 quarter units). Each course is eligible for a $400 scholarship up to $1600 annually. Additionally, if you are employed in a CSPP program AND enrolled in a BA program, there is a $2000 BA stipend available to you.

Rene Line - Program Coordinator

Rene Line is the Quality Improvement and Family Support Coordinator. Rene has been working in the field of Early Childhood for 45 years as a teacher, director, trainer, and education coordinator. She has an MS degree in ECE and is a certified trainer in PITC, Trauma Informed Care, and Strengthening Families. Her current role is to support coaches, coordinators, family engagement specialists, and providers in their efforts to provide quality early learning experiences for young children and their families. The most rewarding aspect of Rene’s role is contributing to growth and facilitating those "aha" moments.

Madison Aquino - Early Learning Workforce Coordinator

Madison Aquino serves a key role in advancing early learning through Quality Counts El Dorado. She has a Master's degree in Child Development and has been in the field for more than eight years. As a certified Second Edition PreK–3rd Grade CLASS® Observer and local trainer on inclusive practices, Madison brings expertise in strengthening instructional quality and supporting equitable learning environments for young children. She coordinates multiple workforce development initiatives, including the El Dorado ECE Apprenticeship Program, the Scholarship Program, and Professional Development trainings and workshops. Through this work, Madison supports early educators in accessing high-quality training, financial resources, and career pathways that build a skilled and sustainable early learning workforce.

Kyrstyn Catlin - Program Assistant

Kyrstyn has been with the El Dorado County Office of Education (EDCOE) for 1.5 years, serving as a Program Assistant. In this role, she supports the Quality Counts El Dorado (QCED) program by providing support for the professional development of our El Dorado County staff. This support includes tracking training attendance, monitoring completed training hours, processing all the incentives and answering any questions participants may have throughout the process.

Sarah Stowe - Early Learning Coach

A QCED Coach at EDCOE, she supports community-based programs, State Preschools, and Family Child Care providers across the county. She is a Second Edition PreK–3rd Grade CLASS observer and trainer, an ERS specialist, a Beginning Together Inclusion Trainer, a Teaching Pyramid Coach, a certified Teaching Pyramid Trainer, and an Outdoor Classroom Specialist. Her professional experience also includes participation in the California Early Math Initiative and the AIMS Institute Coaching Program.

Celeste Gigliotti - Early Learning Coach

A Head Start Coach supporting EDCOE Child Development Programs. She is a CLASS 2nd Edition observer and trainer, an ERS specialist and a Beginning Together Inclusion Trainer. She specializes in Teaching Pyramid team coaching, Top of the Pyramid coaching and is a certified Teaching Pyramid Observer.

Kathy Ide - Early Learning Coach

A bilingual QCED Coach for both Community & State Preschool based sites across El Dorado County. She specializes in supporting Multilingual classrooms & is coaching the Spanish Dual Immersion Child Development program. She is a CLASS 2nd Edition Observer/Trainer and ERS specialist, a Beginning Together Inclusion Trainer, DLL Seal Learning Series facilitator, as well as a certified Teaching Pyramid Coach.

Quality Counts El Dorado is El Dorado County’s quality rating and improvement system (QRIS) designed to support the continuum of settings where children learn, including licensed early care and education providers and informal caregivers. The program is based upon Quality Counts CA’s well-defined high-quality standards and offers support and incentives to assist providers in reaching higher levels of quality. The goal of Quality Counts El Dorado is to improve the quality of early care and education programs in El Dorado County and to offer parents and families an identifiable symbol of quality.
