Civil Works Administration Program was not a responsible use of Federal Funding. CWA signed by President Franklin D. Roosevelt in 1933. The program was mostly headed by Harry L. Hopkins. The reason behind creating this system was to help people work on public works projects throughout the nation rather than receiving a check from the government. This massive movement was followed by many, it was able to employ more than 4 million people, helping boosting the economy and fixing it.
