At first when he became emperor he was actually pretty good and rebuilt public buildings and did other great acts. But, his fear of being assassinated made him cruel and fearful. He raised Jewish tax set by his father and  slaughtered thousands of Christians.

Well achievements are supposed to be good so really not any after he went crazy. But like I said he rebuilt many public public buildings. Also, he raised moral standards
