The single green light is a symbol for a dream, goal, or the American Dream. It's too far away for Gatsby on the dock to reach but he can visibly see the light. That green light leads to his true love. The color green could be affiliated with money, greed, or success. All in all Gatsby stares at this light meaning he's trying to accomplish his dreams.

Tom says this because during this time there was a great divide between African Americans and White Americans, white people feel superior then their black counterparts.
