If there was an incident between two countries, the one being attacked would appeal first to the League's Council. When the country made a complaint, Britain and Italy would give compensation from the country causing problems to the victims. In case of a serious violation, Britain and Italy could act immediatly, but would refer the issue to the Council anyways.

AMERICA - Seemed to herald a period of stability in Europe
ITALY - International status is enhanced
BRITAIN AND THE DOMINIANS -  stability was achieved without military commitment
 GERMANY - became legitimate members of the European community and gained protection from renewed incursions of France
FRANCE - gave them a sense of security
