Assaults against and the abuse of the beggar Odysseus

This serves two main functions. First they give us evidence of the suitors disregard to Xenia and and the laws of hospitality. This helps justify the revenge that Odysseus, Telemachus and Athena take on them later.
Secondly, it is a testing ground for both Odysseus and Telemachus. More so Odysseus as he has never seen them before. he learns the situation from the ground. He has to endure being laughed at as well which for an ancient Greek is a grave insult.
In the end of the book there is a sense that Odysseus is slowly regaining control over the palace, even if he has not revealed himself.

Deception of marriage

The question, 'does Penelope actually mean it when she says she will marry one of the suitors' is frequently debated.
It could be argued that she is not serious, but rather she wheedles gifts out of the suitor as a form of compensation for the ravages they inflicted upon the palace.
Although, it is somewhat demeaning for a Homeric woman to act in this way, she behaves similarly to her husband in the way of her trickery.
Nonetheless, it could also be argued that she may simply have decided to remarry to enhance her financial situation.

Penelope's personality

Penelope is a woman under pressure and nimble witted. She is a woman of great chastity, which recognised by Agamemnon, when he directly contrasts her to his ex-wife, Clytemnestra. Even though she believes Odysseus to be dead, her love for him remains. However, her loyalty to Odysseus is shown through her willingness to remarry as Odysseus had instructed. It is clear that this had driven her to take this hateful decision, which is heroic.

Penelope and her views on Remarriage

Penelope will say to Odysseus in beggar form that she has made up her mind and will remarry by trail by bow and axes. The purpose of book 18 is to prepare us for the announcement in book 19.
However, in a weird way this is still utterly loyal to Odysseus due to the order that she must remarry when Telemachus comes on age. While this brings her grief, her husband has spoken so she must obey.
She greets the mounting evidence of Odysseus' return with silence however. She does not attempt to delay or and in fact starts the process of remarrying.
