Perhaps it isn't out of fear but rather they are forced to betray one another because of the lottery rules. Some real world examples would be the situation with Hitler and Nazi Germany. People would turn against each other in order not to die themselves at the hand of Hitler and the Nazis so they had to betray the people who didn't like them.
