An approach I like to use is to give the students three minutes to get started on the group work, after which I will be going around and asking exactly what each member of the group is working on and how it is contributing to the overall goal.

Additionally, for those who then say that they are taking charge of the "design" side of things, I will often redirect them to a content role which has to be completed first.

One method I would add to the other suggestions would be having the students "teach" a topic. Giving them this responsibility certainly prevents the passivity which can sometimes creep into the classroom. Teacher on hand to clarify any misunderstandings.
