And planning for furniture does not count yet. One should plan for furniture AFTER one has planned for the programme. That way one knows what will be needed.

Reply: We discussed that this is only about furniture. Programme specific resources will be purchased later. The furniture in my classroom has never impacted my teaching. I arrange the room as I choose, and work with what I have.
