The Act recognized Jerusalem as the capital of the State of Israel and called for Jerusalem to remain an undivided city. Israel's declared capital is Jerusalem, but this is not internationally recognized, because of some views about the Arab-Israeli conflict.

Jews are forbidden from praying, swaying or even moving their lips when visiting near Har Habayit, and can easily be arrested by Israeli police, in co-ordinance with Israeli-Jordanian agreements. 

Jews davening on Har Habayit is also controversial among חילונים ודתיים and even religious argue if now is the right time and place to ascend there.
