Make sure scientists understand what is the goal of the policy and what are the competing interests that a policy touches. Private property and business freedom often predominate over public good and preservation of global commons. From this, policymakers make decisions that tend to maximize growth, i.e. they take into account economic outcomes that contribute to GDP but disregard erosion of the natural capital.
