Not right away, because the beginning of the year you need to understand the students and get to know them. After getting to know the students I would let them choose who they sit by but tell them that they need to choose someone that they are not going to have issues with. In my classroom I would sit down with the students and make a list of management techniques that we would want to see in the classroom. After coming up with the rules you would then display it somewhere in your classroom, so the children can refer back to it, if need be. 
 
The picture shows one example of a classroom management pyramid or chart that you could make. Yes, the teacher has a say and so does the student. We want the students to understand and be excited about what they are learning. We want them to ask questions and be curious to what we are teaching.
