         <description><![CDATA[<div>The  settling of New Orleans was detrimental to France and allowed them to establish a foothold in the Louisiana Territory.   Bienville, together with wise counsel, decided to move the French port from Mobile to New Orleans.  Unfortunately his chief engineer (<strong>Pierre le Blond de la Tour)</strong> disagreed with him on many points concerning this move.  For one, the New Orleans post had already been attempted and flooding was a problem.  Tour drew plans for a new colony in Biloxi but that never came to past as Bienville pressed on for a new colony Bienville would name  "La Nouvelle-Orléan".  Once planning began Bienville employed assistant engineer Adrien de Pauger to draw up plans for the new colony.  He constructed a city layout partially borrowed from Tour ideas for Biloxi and called it the French Quarter.</div>]]></description>
