         <description><![CDATA[<p><strong>Arizona English Language Proficiency Levels</strong></p><p><strong>Pre-Emergent/Emergent</strong></p><ul><li><p><strong>Listening</strong>: Students at this level may only understand basic words or phrases that are frequently repeated and supported by gestures, visuals, or context clues. They may struggle with understanding spoken English beyond the most familiar words and commands.</p></li><li><p><strong>Speaking</strong>: Verbal communication is minimal. Students often rely on single words or simple phrases, and their speech may not be grammatically accurate. They may rely heavily on gestures or pointing to convey meaning.</p></li><li><p><strong>Reading</strong>: Students can recognize a limited number of high-frequency words, letters, or basic sounds but require significant support to decode unfamiliar words or comprehend text.</p></li><li><p><strong>Writing</strong>: Writing is limited to copying letters, words, or very simple sentences. Students may not yet be able to form original sentences or express ideas in writing without extensive support.</p></li></ul><p><strong>Basic</strong></p><ul><li><p><strong>Listening</strong>: Students can understand simple directions, questions, and conversations on familiar topics. They may need repetition or slower speech for comprehension and may still struggle with complex or unfamiliar language.</p></li><li><p><strong>Speaking</strong>: Communication improves, with the ability to form simple sentences and respond to direct questions or prompts. However, grammar errors and limited vocabulary may affect clarity.</p></li><li><p><strong>Reading</strong>: Students can read and understand simple sentences and paragraphs with familiar vocabulary. They can identify main ideas and details in basic texts but may struggle with inference or abstract concepts.</p></li><li><p><strong>Writing</strong>: Students can write simple sentences and short paragraphs, often with support. Their writing may include frequent grammar, spelling, and punctuation errors, but their meaning is generally clear.</p></li></ul><p><strong>Intermediate</strong></p><ul><li><p><strong>Listening</strong>: Students understand the main ideas and details in conversations or presentations on familiar topics. They may occasionally need clarification for less familiar vocabulary or faster-paced speech.</p></li><li><p><strong>Speaking</strong>: Communication is more fluent and complex, with improved sentence structure and vocabulary. Students can engage in conversations, express opinions, and provide explanations, though minor grammar errors or hesitation may still occur.</p></li><li><p><strong>Reading</strong>: Students can comprehend grade-level texts with some support, identifying main ideas, details, and making inferences. They can also understand some academic vocabulary and concepts, though challenging texts may still require scaffolding.</p></li></ul><p><strong>Writing</strong>: Students can write multi-paragraph compositions with a clear structure, including introductions, body paragraphs, and conclusions.
