         <description><![CDATA[<p><strong>Topic</strong>: Parental rights in school, I chose this topic because it is an important topic to keep in mind. Making sure to secure parental rights also helps the education of students when parents are able to work together. </p><p><br></p><p><strong>Perspective</strong>: The topic of parental rights is an important and legal issue. As a school counselor, the education of a student is more effective when parents are embowered, informed, and working together with the school. Parents, and the staff in school work together to help every student's academic success. This work as well in the counseling field which helps students socially, and emotionally as well. </p><p><br></p><p><strong>Audience</strong>: The audience for this presentation is school counselors, and other school staff.</p>]]></description>

         <description><![CDATA[<p>Federal: The federal agency responsible for governing this topic is the U.S. Department of Education. The federal government governs this through the Family Educational Rights and Privacy Act (FERPA). FERPA is a law that secures the rights of parents which includes making sure they are informed. Parents are guaranteed access to their child's education records including their records in any counseling services.</p><p><br/></p><p>State: The state agency responsible for governing this topic is the Texas Education Agency (TEA). Texas governs it though the Texas Education Code (Texas Education Agency, 2021). Texas Education Codes 33 section 33.006 (1995) and 26 section 26.003 (1995)&nbsp; outlines the counselor’s responsibility to the parents including consent and access to the written records of school counselors.</p>]]></description>

         <description><![CDATA[<ul><li><p>The first management strategy is to enroll in useful trainings and professional development especially ones that are related to parent involvement and parent communication. Professional development is useful because it ensures knowledge on any changing laws and policies while also reflecting on way to improve any procedures</p></li><li><p>The next step is to set up clear communication procedures. When communication is clear, it allows counselors and parents to work together which is the ultimate goal of the legal and ethical requirements.</p></li><li><p>The next step is to have a uniform consent form for parents to fill out that also informs parents of their rights. Applying this step ensures that parents are aware of their rights while also ensuring that the counselor is receiving consent from parents before they engage in any activities that require parental consent.</p></li></ul>]]></description>
