In the early 1950's, President Eisenhower gave a speech to the United Nations known as his, "Atoms for Peace" speech. Here, he presented ideas as to how the US could further develop with the peaceful usage of nuclear energy. In order to promote this, the United Nations established the International Atomic Energy Agency in 1953. They established whether certain uses of nuclear energy in parts of the US were peaceful or not.
