A state government department has identified a learning need in their cohort of 200+ grants assessing officers. A recent increase of security breaches have occurred that have originated from email phishing attacks sent to employees. Data has been previously collected on learning needs via IT data, surveys and qualitative semi-structured interviews with samples of workers. Analysis of this data identified that there existed a significant lack of awareness of phishing, it's impacts & how to identify phishing emails & use of safe email behaviours. This Phishing awareness training is part of a larger IT information security initiative.

Mostly experienced career public servants (i.e., adult learning)

A learning culture exists in workplace

Self-paced e-learning (e.g Articulate) already successfully in use

Already use e-learning to obtain content knowledge - all equipment & resources in place for this

Participants expect short & sharp, relevant & useful instruction

Bite sized self-paced learning identified most engaging for them

Want control over days & times they learn

Attitudes, beliefs, opinions e.g., Isn't malicious emails an IT thing & nothing to do with me?

No special learning needs are present in the worker cohort - however Universal Design for Learning (UDL) is policy in the department - i.e. UDL principles; conveying information through many different ways with multiple means of engagement, representation and action are (CAST,2022).

This will be internal training for organisation staff only -there are no requirements for standards, levels, accreditation, etc - No formal assessment other than mandatory participation

Full organisation support exists for the IT initiative & initial awareness training - potential challenges include learning object development time & budget constraints (confidential)

The first section of Email Examples will go through information about the trickery used by cybercriminals (e.g., , types of actions phishing emails request of recipients, how messages are disguised to mimic known and trusted information sources; common social engineering techniques used in phishing emails to trick victims into performing cybercriminals desired actions). After this, the key activity will be analysis of real life examples of emails and their elements broken down to identify why they are in fact phishing emails. Presentation will be in first person perspective to assist learners to be more engaged with the learning experience as they are seeing the email messages similarly as they would view them on their own screen (Fiorella & Mayer, 2018). Animations are also to be used to enhance the learning experience where each element is revealed at a time so as not to clutter up the screen with arrows. This allows the learner to focus on each element without distraction, and facilitates sequencing of the ideas being presented (Moreno & Mayer, 2007).

After this, learners will be able to practice, test, reflect & receive feedback on their own ability to identify phishing emails using a new set of real life emails. Te concept will be similar to that shown in the ACSC (n.d) online quiz - link above. This is considered gamification as it uses elements of games to promote learning and engagement (Nieto-Escamez & Roldán-Tapia 2021, Lynn 2020). Gamification has been found to engage, motivate, inform & support learning (Lynn 2020). Motivation is internally initiating, maintaining & energising efforts to to engage in learning. It is central to learning (Moreno & Mayer, 2007).
