First, we must inform the citizens of Russia about the pandemic. Then we will educate them about the virus and send each person a copy of the “Virus Z Dossier”. Now that each person has been enlightened on the issue and learned about zombies, its time for them to learn how to protect themselves. In order to do so, they must kill every zombie that confronts them. There is no way to bring back their friends or family members that have been infected, the living must put them out of their misery. Each citizen 16 years or older will be given a zombie killing base ball bat to protect themselves with. As the government of Russia, we are not instructing 16-year-old kids to go hunt down zombies, but there is a possibility that when there driving alone, they may be attack by zombies and will need to protect themselves. Citizens that have a legal permit to carry will also be given the option of getting a custom zombie killing shotgun to kill the zombies with. As another step of protection, members of the UN will have Kevlar armor to protect them from zombie bites and will be stationed around the country to protect the people and will be guarding the blocked borders. Even though there is no way to reverse the effects of the zombie bite, the WHO is working on a vaccine that will make people immune to the bite. In the meantime, they are tracking the number of zombies around the world and providing updates to the people. An app has been created that allows people to report zombie sightings, so they can be eliminated, and civilians will know to stay away from those areas. Lastly, there are safe zones around the country for the elderly and handicap that cannot protect themselves. Stay safe, protect each other, and inform one another.

Leaders then will have to take a weekly check on the amount of spread and infected they have. Then they will have to make sure that their people is informed so there is no miss communication.  Each country will have to quarantine the infected area with a no mans land between the infected and uninfected. WHO will be located in the most uninfected and limited ways of spread of the virus. The labs will most likely be in Antarctica and some back up labs on ships. There will be a ration system put in place for the distribution of needs equally. If a country reaches a 50% of the population is infected, then we should quarantine the country completely with military personnel there to make sure the country has no chance of the infected getting out.
