China is the biggest trading partner with North Korea and if China were to stop all its interactions with North Korea, North Korea will not be able to finance its nuclear warhead research. However, China does have it reasons of maintaining a friendly relationship with North Korea as they are both communist countries and North Korea is strategically placed, protecting China blind-spots of any potential invasion in times of war.

China is North Korea’s main economic lifeline who supplies NK with 75% of its food and energy. China is NK’s closest friend but their relationship has become strained after NK tested conducted their first nuclear test on October 2006. China expressed its displeasure by supporting the UN Security Council Resolution 1718, which imposed sanctions on NK after their first nuclear test. China has also supported US actions against NK by supporting other UN sanctions by the US.
All in all, China is not being fully effective in reining in NK on purpose. To China, NK is a useful tool against the US - China can use NK as a counter balance to US. China wants to enjoy strong relationship with US, South Korea and North Korea and they have to find a balance of sanctions and economic trade to achieve this.

North disregarded the DMZ regulations and made it as if it wasnt there and still fought with South. The Inter-Korean SUmmit might be better than DMZ abit as in the 2000 SUmmit, there were improvements, and there was a slight reunification of seperated families from both South and North Koreas. However, this reunification only lasted for 8 years. EVen though in the 2008 Summit, they signed an agreement to not fight each other but North is still attacking other countries. Thus, I feel that DMZ is ineffective while the Inter-Korean Summit is much effective than the DMZ

Cold war was the conflict between the then 2 biggest powers in the world, namely USA and USSR. North Korean at that time was under the influence of USSR while the USA was under the influence of USA. When these powers got into a conflict, North Korea took the opportunity to send troops across to the south Korea with the intention to unify the 2 Korea under one government system.  North Korea's troops pushed their soldiers all the way to the end of the South Korea, USA worried that North Korea would dominate both Korea and spread communism, USA sent troops and pushed the soldiers back to the 38th parallel, taking the advantage of the situation,  USA thought they could now unify both Korea under democracy and started their attack against North Korea all the way till they were nearing to China, worrying that they may be dragged into the conflict, China then sent troops to defend North Korea and pushed the South Korean and USA's troops back to the 38th parallel. Thus this was why one of the reason for the conflict between both countries was because of COld war.
