One solution that helped poverty was building codes. Building codes set standards for buildings to ensure more safety for the residents living there. Building codes required New buildings to have fire escapes and decent plumbing. Cities also hired people to collect garbage off the streets, and sweep the streets. Another solution that helped poverty was Settlement Houses. If you were living in poverty, you could've went to a settlement house, and they would've provided you with food and shelter.

A reformer during the Progressive Era was Jacob Riis. He was an author, and he wrote a book titled, "How The Other Half Lives". It was about how people who live in poverty have to survive on a daily basis. He also went around the city and took photographs of people living in poverty, and published them so people could see how bad some people had it. 2 other reformers from this time period were Ellen Starr and Jane Addams. They opened up a settlement house called Hull House. The Hull House offered services to people who were living in poverty so that they had a bed and food.

So many people were immigrating to America during the Progressive Era, so land, especially in cities became overpopulated with people, and it was filthy. Also, because of overpopulation, people didn't have a safe/clean home to live in, and some people had no home to live in. There were so many people in cities, so some people didn't have jobs. It also wasn't uncommon for 3 families to live in a house meant for only 1 family.

Even though poverty rates have dropped since the 1800's there are still people living in poverty especially in big cities like New York. If you've been to New York, there's a pretty good chance that you've seen someone on the streets asking for money, and if you lived in New York city back in the 1800's you'd see people living on the streets.
