         <description><![CDATA[<div>Plan International has been in the Philippines since 1961 and our approach to community development is supporting grassroots organizations and local government units to implement initiatives that advance children's rights and equality for girls.<br><br>Currently we have four programs being implemented in different areas in Luzon, Visayas, and Mindanao. One of these programs is Disaster Risk Management which includes helping urban and rural communities become more resilient to disasters which includes floods.<br><br>One example is our work where we are supporting local government units and community groups do crisis anticipation. Another is supporting schools in their curriculum development for sustainability development which includes resilience building.</div>]]></description>

         <description><![CDATA[<div>From the perspective of an NGO working with grassroots communities, I think the challenges mostly revolve around:<br><br>• Awareness of communities and local government units on climate change adaptation and mitigation. This results to the lack of consideration of its negative impacts on government-mandated plans for LGUs and schools (e.g. LCCAP, LDRRMP, and SDRRMP), hence lack of action on climate change adaptation and mitigation.<br>• Climate change is perceived to be highly scientific and too technical. It is often set aside and advisories released by government are poorly understood by the general public. Climate financing is likewise very difficult to access.<br>• LGUs preparedness efforts focus more on evacuating their constituents pre-disaster and strengthening their capacities to conduct search and rescue post-disasters. While these efforts are important, we can take a step further by helping them plan more efficiently immediate pre and post-disaster actions.</div>]]></description>

Extracting critical bits of information has been a challenge for a lot of LGUs.          <description><![CDATA[<div>We have a new project called "Scientists to the Barrios" which aims to bring experts on climate change to take “science” closer to those who need it the most. Through collaborative efforts, we will help produce community-based researches and studies about climate change which will be used to enhance Local Climate Change Action Plans, Local Disaster Risk Reduction and Management Plans, and Contingency Plans. Through these efforts, our partner LGUs will have a better chance in accessing the People’s Survival Fund (PSF) and other possible sources of climate financing.<br><br>We can start a group of easy-to-access experts that can be tapped by this project as well as other similar initiatives.</div>]]></description>
