Clear cached data

First things first, try refreshing the screen  by clicking the refresh button in your browser 

Try another common browser like google or yahoo to see if those load up . If so, the 408 request error is only happening on the website you were trying to access

You will probably have to try again later and see if that works because it may be a traffic problem

Simply ask the technology directer to unblock the site 

Sometimes they will bock the site for you and deny your request
