Since there were not enough houses to satisfy the rising population, majority of which lived in overcrowded slums and squatter settlements. The houses that they lived in has no access to proper ventilation, lighting, or sanitation. Disease was rampant and the conditions of the immigrants were severe, which meant that people suffered from health complications. Not to mention, squatter houses were built in closed proximity and of materials that are easily flammable such as attap and wood which meant that it would pose a potential fire hazard, which is evident of the fire in Bukit Ho Swee which left 16000 people homeless as a result.
