Can’t say this for sure but it’s sort of implied in the Assignment Context; 
“Affordable access to fresh produce in these communities is desirable as it is crucial for promoting overall health and well-being due to their nutritional benefits”. 
This could be taken to mean that a lack of affordable access could result in poor overall health and wellbeing. 

Due to the large scope of the problem of poor nutrition however, in the interest of feasibility we’ll restrict our focus to the problem just being the lack of access to affordable veg.
