         <description><![CDATA[<div>The idea that Phenomena should be observable occurrences to help the students develop the problem is significant.  I think learning to use the data and tools we are given is an important step in developing the analysis and explanations.<br><br>I agree with that last row is important.  I teach high school and I still have learned that I can't expect the background knowledge to have stuck with them.  Equity is going to be more important.</div>]]></description>
