The first day of the course was really exciting for me. Professor introduced us about this course and the values that will be taught during these semster. In the first module, we began talking about public procurement. Professor started with the basic introduction of public procurement . Professor also mentioned about the significance of taxpayer money as the primary source for the funding of the procurement activities, providing a clear understanding of the financial dynamics

supporting public.

Module 2

The module 2 was about public agencies and cooperative purchasing. We leraned about different public agencies like muncipal, healthcare, education and military. Moreover, the module also discussed about the sources from which the money flows. Some of the main sources from which the money came was from the revenue from taxes, transfers from federal government and fees for licenses. The module also discussed about various types of cooperative purchasing which includes -Piggybacked Purchasing, Pooled Purchasing, Consortium Purchasing, Formal Cooperative Purchasing. Then about the benefits and challenges of cooperative purchasing and finally with the inclass assignment on public agency.

In this module we discussed about broader public service directive and trade agreements, silex introduction. We came to know about various organizations that comes under BPS like hospitals,universities, colleges etc. Moreover, we also discussed about the BPS directive, that is the requirements that the BPS agencies must follow while acquiring goods and services using public funds. Then we discussed about the importance of trade agreements and for what it is used.

Module 4

The module 4 was about Risk management and case analysis review. We discussed th omportance of risk management and its role. We learned about the risk formula which helps in identifying how risk an event or action can be. The professor asked questions to the class regarding this and asked the class to chose how risk each question is. It was a really interactive and interesting session. And then we leanred about Avoiding , transfering and managing the risks. Moreover, we also discussed about he six components of risk management which includes •Leadership vision and commitment Enforceable policies and procedures, Continual training, Priority by all corporate staff, Public promotion, Effective management of contracts and contractors. And finally we discussed about insurance and bonding.

Module 5

In the module 5 we discussed about public procurement and the law. We were introduced to the Law of Agnecy that conists of principle, agent and third party. The role and significance of it and about how it governs the relationship between two parties. The law of relationship is governed by the agreement that determines How much an agent can sign for , Conditions, Limitations, Rights, Obligations. Then we moved on to the role of agents and their dutiesthat they required to uphold for their principle which includes various responsibilities like, Duty to perform, Duty to obedience, Duty to account and so on. Thenwe discussed about the duties of the principles. Then we discussed about Contract A and B and also when is a contract formed. We also discussed about the importance of bidders right in which the agency upholds Duty of full disclosure and duty of fairness and good faith.

Module 6

This module discusses about competitive bidding. We learned about the goals of public procurement and the integrity of public procurement that consists of Open, Fair and transparent. Then we moved on to understand what is competitive bidding and the differen types of competitive bidding documents like RFI, REOI or RFEI, RFPQ, RFQ, RFT and RFP. We also dicussed about the various non-competitive procurement that includes Sole sourcing, Single sourcing, P-card purchases, Unsolicited proposals, Negotiation. Then we discussed about the tools in competitive bidding and then we moved on to the bid process for quote and tender and finally we discussed about the bid process for a proposal.

Module 7

During this module we were given time work on our group case analysis in class. The professor asked us to form any group of two or three. I decided to join Dayas and Ajith to work on this project. We dicussed about our individual case analyis and formed the executive summary based on it.

Module 8

In this module we learned about document building – specifications and scopes of work. We started the module by discussing what are we buying and then we moved on to requisitions and specifications. We then moved onto different types of specifications and then the things to consider when reviewing specifications. Finally we worked on our group assignment.

Module 9

In this module we leearned about document building – evaluation Criteria and supplier selection. We leanred about qualified and unqualified suppliers, how a supplier can be disqualified for qualifying their bid. And then we moved on to the evaluation criteria and discussed some examples of it.

Module 10

In this module the professor allotted us time to work on our Silex project. The professor shared the feedback on the draft reports of each group which made it more clear and easy for the students to work on their presentations.
