Strong forms of bilingual education are based on the retention of the English Language Learners' home language and culture. There is more emphasis and intention put on gaining proficiency in both languages and having their L1 being supported throughout their education. Instead of having students be limited in their options and experiences, they engage with one another in a classroom that doesn't focus entirely on whether their English abilities are at a certain level; catering towards their individual differences and highlighting the importance in their backgrounds rather than shunning them.
