About the governance mechanism - what is a participatory mechanism for FLAC? A participatory mechanism can be different from one organization to the other. There are different limits in each organization.

Ex. Participatory grantmaking is to have grantees make decisions, but in other cases a participatory grantmaking can bring many other aspects is a whole system, not just activities.

So, what is a participatory mechanism? Is this only in relation to governance or everything? For example, is this about involving everyone in the different places? We should define if we are having a participatory approach.

Participatory should be the whole system! Not only about the grantmaking. Participatory in ways to avoid tokenistik. Participatory processes, not only grantmaking. Participatory from the design conception. We should also document the confusion of what is participatory? Not only when it is up and ready.

Taking an approach to learning from what does participatory grantmaking means in the different models. Can we take a look at what is out there? See what works for us? What doesn’t? And decide what does participatory mean for FLAC? As a sector, what do these models look like right now? Both with the existing members and those who are not in this space? What is our toolkit looking like? Can it be expansive for funders members or others to relate to this and apply it? What are the uncertainties that partners have when designing participatory processes?

How do we provide security in participatory grantmaking processes because contexts are changing so much and risk is only growing in all the different territories.

Participatory has to be a comprehensive approach becase change will happen (internal or because of context) and we will need to adapt to change. Our systems have to remain flexible so that we can be responsive to context change, needs of activists, etc. We have to be in learning mode constantly. It is not only about delivering money, is about the system!

Participatory also means we have to put time to make it happen. Also, it is very expensive.

Place of tension: due diligence if we are fiscal sponsored by someone else. Limitations of US requirements. How do we work out when there are actual limitations that do not allow us to do participatory/ support movements who are not officially registered / etc ?
- Can we do advocacy so that movements can receive money even if they are not registered?
- Can we think of collaborations in the FLAC ecosystem to move around the limitations philanthropy in moving resources where they need to land?

Should it be a requirement (making the grant conditional to interest in participating in cross-movement learning spaces)? Or what could FLAC offer to enable participation? Learning exhaustion is real. Movement members / groups have many requests for learning or reporting.
Compensating time, sharing new tools that people can learn (something they can bring into their work), bringing dedicated facilitation who embeds care and is accountable to the community, facilitation that is curious! (and does not bring predetermine set of assumptions or indicators to gather)

Need dedicated resources

Somebody will have to hold the learning portfolio in FLAC.
Learning will need dedicated facilitation, explicit funds for learning and language justice.
Participation in learning spaces and activities should be funded as part of grant-making. That would include paying for rest! Not only airfare and compensation, but extra day to see the place, engage, understand, let's things emerge. That would transform the way grantee partners engage in these spaces. And ultimately, that would transform the way that money works.
