Levels are a  differentiation of skills.
The difference between the two descriptors is the viewpoint.
With Bloom's we focus at the bottom in SPED, and with the DOK model we build at all levels giving each level it's due.
It helps teachers to see and develop skills that the child has. 
DOK gives opportunity to draw from experiences to reach higher levels of thinking.
