Learning:

Students are unable to read and comprehend large passages, and solve multi step math equations.

Instruction:

Tier I instruction: We are planned to a low level of rigor, which then affects our tier I instruction. However what we are unclear about is it due to a lack of conceptual understanding and task analysis of instruction or teacher stamina/perseverance or both.
