Some people who developed ideas during the Enlightenment were John Locke, Jean-Jacques Rousseau, and Baron de Montesquieu. John Locke was a British Enlightened thinker who developed ideas for a Social Contract. This contract is an unwritten agreement that the government should be able to govern freely in exchange for the protection of basic human rights. Jean-Jacques Rousseau was a Swiss Enlightened thinker who further developed the Social Contract by creating an idea called Popular Sovereignty. Popular Sovereignty is when the government should be created and controlled by the people, not one person.

Baron de Montesquieu was a French Enlightened thinker who thought up of a new system of government. This government would be called a Republic. He also introduced an idea called the separation of powers. This idea states that the government should be divided into 3 divisions. These people helped civilizations at the time to progress, thanks to their enlightened minds.
