We assume that everyone can follow the digital era, but this is not the case for all people. 

Creating the infrastructures needs more resources and energy from the policy and decision-makers. Both end-users and providers need to be supported during transformation both with knowledge and with proper equipment (laptops, cameras etc) or quality internet connection.
