That is why in 1787 we adopted  the Constitution of the United States, but why did it fail. It failed because we had no leadership in our country; we had no Chief executive, commander in chief, there was no one to call the shots. Also there were no systems of taxation in place. There were no ways for us to pay for our education or for our military. We also had the states as 13 independent nations joined by a confederation. This means that we had no unity because each state is their own nation. While it has some weaknesses, we also had some strengths. Congress had the power to declare war, it had the power to settle conflicts with state.
