         <description><![CDATA[<div>The 3/5ths compromise was an agreement reached during the 1787 United States Constitutional Convention over counting the slaves for each states population. This agreement made black slaves count as 3/5ths of a person, because of this agreement the number of seats in the House of Representatives, and how much each state would pay in taxes would be altered.</div>]]></description>

Historians believe that if it were not for the 3/5ths compromise the election would have had an opposite outcome, because black slaves now counted as 3/5ths of a person rather than no one, so there were more seats in the house of representatives to allow pro slavery representatives to enter the house for pro slavery states to have greater vote than representatives for anti slavery.</div>]]></description>

         <description><![CDATA[<div>The Three-Fifths compromise gave southern states a disproportionate representation in the House of Representatives relative to free states, there by helping the southern states to preserve slavery, by repealing The Missouri Compromise and adding The Kansas Nebraska Act, this allowed for popular sovereignty in the new states on whether they wanted slavery or not, because of this it allowed the further spread of slavery.</div>]]></description>
