         <description><![CDATA[<div>Almost any strategy can have some effect on student learning, based on a baseline of zero. This isn't a good indicator of what factors are worth building on. Worthwhile effects of learning interventions should meet or exceed the hinge point of an effect size of 0.40. The cost of implementation (time, money, and resources) should also be considered when determining which interventions to implement.</div>]]></description>
