The Framers met on 92 of the 116 days of the Constitutional Convention. They did most of the work at the floor of the convention. The Framers handled some matters, but ultimately the full body settled all questions.

The Proposals

Consisted of the Virginia plan and New Jersey plan.

The Virginia plan called for the 3 branches of government and guaranteed each state a republican form of government.

The New Jersey plan called for the retention of the unicameral Congress of the Confederation, with each state equally represented.

The delegates had realized that they must meet to create an entirely new government.

They decided to use a 3 branch government with a supreme Legislative, Executive, and Judiciary.

From that point on, they decided that they must craft an entirely new constitution.
