La elección de dicha estrategia surgió a de la relación del análisis FODA y los resultados de la encuesta realizada a los alumnos del instituto, donde gran porcentaje coincidió en la falta de compromiso al momento de las devoluciones, y también estuvieron de acuerdo en la aplicación de sanciones.
De esta forma, mediante propuestas de cambios en las políticas del sistema de préstamos (que generen sanciones como las propuestas en la encuesta) y acciones que generen un cambio social en referencia al compromiso y responsabilidad por parte de los alumnos, los docentes y el personal operativo.
