         <description><![CDATA[<div>The alien and sedation acts were passed by congress in 1798 to prepare for war with France. It requires aliens to declare their intent to acquire citizenship 5 years before they could be granted citizenship. The sedation act banned the publishing of bad writings against the government. The Alien and Sedation Acts were mad enough by Federalists to limit the amount of power of the Republican Party.</div>]]></description>

         <description><![CDATA[<div>It nearly involved the United States along with France when it was made public in 1798. John Adams dispatched 3 ministers to France in the year 1797 to negotiate an agreement to protect the United States shipping. The ministers were approached by 3 French agents who tried to bribe Talleyrand with 250,000 dollars in France. The 3 French agents codenames were X,Y and Z to protect their identities.</div>]]></description>

         <title>Constitution.</title>

         <description><![CDATA[<div>The U.S. constitution established America's national government and fundamental laws, and guaranteed certain basic rights for its citizens. U.S. constitution was signed on September 17, 1787, by delegates to the constitutional convention in Philadelphia, president over by George Washington. America's first governing document was weak. At the 1787 convention, delegates devised a plan for a strong federal government by three branches. Executive, Legislative, and Judicial branch.</div><div><br></div><div>The President is the head of the executive branch, which makes laws official. The legislative branch is made up of the two houses of Congress—the Senate and the House of Representatives. The most important duty of the legislative branch is to make laws. Laws are written, discussed and voted on in Congress.The Judicial branch of government is the Supreme Court and other federal courts. Their job is to explain the laws of this country under the Constitution.</div>]]></description>

         <title>Washington Farewell Address.</title>

         <description><![CDATA[<div>Near the end of George Washington’s second term as president, George Washington decided not to seek reelection. With Alexander Hamilton's assistance, he crafted an address that offered his wisdom and advice to the nation. Washington's 1796 farewell address, which reflected the president's experiences in war and peace, has become a reference point for American identity and relations with the world. The first goal of the address was to inform the nation he would not seek office again. He went on to explain that he had originally hoped to retire in 1783. Washington next stressed the importance of unity and explained that the nation was truly the sum of all its parts.</div><div>He also stressed the importance of unities among the different political factions within the country. </div><div><br></div><div>Then speech then discussed foreign policy. Washington's farewell address argued that foreign influence was "insidious" and "one of the most baneful of republican government." In one place the government might see danger, but in another place danger and undue influence might be concealed by an alliance. In Washington's view, Europe's interests and internal quarrels belonged in Europe, and it would have been unwise to implicate our country in those foreign struggles. His suggested course for the future was for the United States to remain distant and detached from Europe.</div>]]></description>

         <title>Whiskey Rebellion.</title>

         <description><![CDATA[<div>In 1794 thousands of farmers in western Pennsylvania took up arms in opposition to the enforcement of a federal law calling for the imposition of an excise tax on distilled spirits. This insurrection represented the largest organized resistance against federal authority between the American Revolution and the Civil War. Congress established the excise tax in 1791 to help reduce the $54 million national debt. The tax was loathed across the country. For a small group of farmers west of the Allegheny Mountains, the federal excise tax was singularly detestable. Cash was a disfavored currency in western Pennsylvania during the late eighteenth century, but whiskey, especially Monongahela Rye, was as valuable as gold. Whiskey was considered an all-purpose liquor, with locals using it for cooking and medicine, and drinking it at social occasions, among other uses.</div><div><br></div><div>By modern standards the excise tax of 1791 does not seem oppressive. Distillers were taxed based on the size of their stills. Stills with the capacity to annually produce at least 400 gallons of whiskey were taxed between 7 and 18 cents a gallon, depending on the proof of the liquor. Distillers who made stronger whiskey paid a higher tax. Smaller stills were taxed at a rate of 10 cents for every month a still was in operation, or 7 cents for every gallon produced.</div>]]></description>
