Mrs Yeung has her full career in the public service.  Before taking up the current post, she was the Permanent Secretary for the Civil Service from August 2020 to June 2022.

She started her civil service career as an Executive Officer in June 1986.  She joined the Administrative Service in June 1988.  Mrs Yeung has served in various bureaux and departments, including the former City and New Territories Administration, the former Constitutional Affairs Branch, the Department of Health, the former Security Branch, the Home Affairs Department, the former Environment and Food Bureau, the former Welfare and Food Bureau, and the Civil Service Bureau.

She was the Commissioner for Transport from October 2012 to July 2017 and the Permanent Secretary for Education from July 2017 to August 2020.

Mrs Yeung received her Bachelor of Arts and Doctor of Philosophy degrees from the University of Hong Kong.

In face of the challenges posed by ageing population, shortage of healthcare manpower and emerging diseases, our healthcare system must keep abreast of the times, make good use of technology and press ahead with reform and innovation to cope with the growing service demand of the community. Meanwhile, we also need to fully leverage Hong Kong’s advantages on the healthcare front to promote healthcare innovation and cooperation in the Greater Bay Area.

They will work hand in hand with healthcare professionals and the community to build a “Healthy Hong Kong” in line with the national “Healthy China” initiative.

Mr Tse joined the former Environmental Protection Agency in 1985 which was subsequently reorganised in 1986 to become the current Environmental Protection Department (EPD). Throughout the service with EPD, Mr Tse had taken up a wide range of duties at professional and senior managerial levels. He was appointed as a Deputy Director of Environmental Protection in 2013 and subsequently as the Under Secretary for the Environment in August 2017.

Mr Tse possesses a broad spectrum of experience in various areas of environmental protection, including law enforcement, computer modelling, environmental impact assessment and cross-boundary cooperation with the Mainland. During his tenure as the Under Secretary for the Environment, he helped spearhead the formulation of policies on air quality, waste management, climate actions and conservation.

Professor Chung-mau Lo was appointed Secretary for Health on 1 July 2022. Prior to this role, he served as the Hospital Chief Executive at The University of Hong Kong-Shenzhen Hospital and held prominent positions in hepatobiliary surgery and liver transplantation at The University of Hong Kong and Queen Mary Hospital.

With over three decades of experience, Professor Lo is internationally recognized for his contributions to hepatobiliary surgery and liver transplantation, having published more than 600 original articles and achieving an H-index of 94. His pioneering work in adult right lobe living donor liver transplantation has significantly impacted global practices, earning his team China’s First-class State Scientific and Technological Progress Award in 2005.

He has held leadership roles in various professional societies, including President of the International Liver Transplantation Society, and has served on the editorial boards of notable journals. He is an Honorary Fellow of the American Surgical Association and the Royal College of Surgeons in Ireland.

As Chief Executive of The University of Hong Kong-Shenzhen Hospital from 2016 to 2022, he promoted "Green Healthcare Reform" and medical integration in the Greater Bay Area. Under his leadership, the Hospital became a High-level Hospital in Guangdong Province in 2018 and received the Shenzhen Municipal City Mayor's Quality Gold Award in 2020.

Mr Sun joined the Administrative Service in 1994 and rose to the rank of Administrative Officer Staff Grade A in 2022. He has served in various bureaux and departments, including the former Finance Branch, the former Constitutional Affairs Bureau, the former Finance Bureau, the Home Affairs Department, the former Home Affairs Bureau, the Civil Service Bureau and the former Food and Health Bureau. He was appointed as Deputy Secretary for Food and Health (Health) in 2011, Head (Healthcare Planning and Development Office) in 2012, Deputy Secretary for Financial Services and the Treasury (Financial Services) in 2017, and the Commissioner for Labour in 2020.

Professor Sun is a world-renowned scholar and scientist. He is a pioneer in robotic manipulation of biological cells and robot control. His research has led to breakthroughs in the use of robotics combined with various micro-engineering tools. He has also received numerous awards.

Professor Sun was elected as Fellow of Canadian Academy of Engineering, Member of the European Academy of Sciences and Arts, Fellow of the International Academy of Medical and Biological Engineering, Fellow of IEEE, and Fellow of ASME.

Prior to his appointment, Professor Sun was the Chair Professor and Head of the Department of Biomedical Engineering at City University of Hong Kong, and the Legislative Council Member (Election Committee).

1.1 Formulating suitable housing policies

On October 29, 2023, Mr. Algernon Yau, the Secretary for Commerce and Economic Development, briefed the Trade and Industry Advisory Board on key initiatives outlined in "The Chief Executive's 2024 Policy Address."

Here are the highlights:

Liquor Duty Reduction:The government will implement a two-tier duty system for liquor to promote high-end liquor trade. The duty for liquor priced over $200 will drop from 100% to 10% for the portion above $200. However, approximately 85% of duty-paid liquor (by volume) priced at $200 or below will not benefit from this reduction to prevent increased consumption.

Support for SMEs:Various support measures for small and medium-sized enterprises (SMEs) were announced, including:

  - Relaunching the principal moratorium arrangement under the SME Financing Guarantee Scheme.

  - Raising the maximum indemnity ratio for export credit insurance to 95% for better export protection.

E-commerce Initiatives: The "E-commerce Easy" program will expand to cover 10 ASEAN countries. A $1 billion injection into the Dedicated Fund on Branding, Upgrading, and Domestic Sales will support this expansion and green transformation projects.

Hong Kong Shopping Festival: This festival will continue for the next two years and will also target the ASEAN market.

Trade in Services Agreement: The Trade and Industry Department presented the Second Agreement Concerning Amendment to the Mainland and Hong Kong Closer Economic Partnership Arrangement, introducing new liberalization measures in various service sectors to facilitate Hong Kong service suppliers in the Mainland.

Conclusion:Mr. Yau emphasized that these measures aim to bolster SMEs, support economic restructuring, and enhance Hong Kong's status as an international trade center, thereby fostering steady economic growth.

Enactment of Laws: The National Security Law (NSL) and the Safeguarding National Security Ordinance (SNSO) were established to enhance the legal and enforcement framework for national security, ensuring the prosperity and stability of Hong Kong.

Law Enforcement Actions:Actions taken by law enforcement agencies under the NSL and SNSO are based on evidence and conducted in accordance with the law. These actions are not influenced by individuals' backgrounds or political views.

Judicial Independence: The Department of Justice (DoJ) operates independently, controlling criminal prosecutions free from external interference. Prosecutions are initiated only when there is sufficient evidence and it serves the public interest.

Protection of Rights and Freedoms: The HKSAR Government asserts that the rights and freedoms of residents, as guaranteed by the Basic Law, are upheld. The NSL emphasizes respect for human rights while safeguarding national security.

Promotion of Hong Kong's Economic Relations: The three Economic and Trade Offices (ETOs) in the US will advocate for Hong Kong's advantages and clarify misconceptions to maintain and strengthen economic and trade relations with the US.

Through these measures, the CEDB aims to ensure national security while also protecting the rights of residents and fostering stability in Hong Kong.

He joined the Hong Kong Police Force as an Inspector in 1987 and was appointed as Commissioner of Police in 2019. Mr Tang has received training at various Mainland and overseas institutions, including China Executive Leadership Academy in Pudong, Shanghai; Royal College of Defence Studies, London; and Chinese Academy of Governance, Beijing. Mr Tang holds a Bachelor's degree in Social Science, a Master's degree in Business Administration and a Master's degree in International Security and Strategy.

Ms Ho joined the Government as Architect in 1992 and was promoted to Chief Architect in 2009, and to Government Architect in 2012. She was appointed the Director of Architectural Services in 2020. Apart from serving in the Architectural Services Department, Ms Ho had been posted to work as the Deputy Head of Energizing Kowloon East Office under the Development Bureau. During the out-break of COVID-19 in 2020 to 2022, she has actively participated in the construction of quarantine facilities, temporary hospitals and community isolation facilities at Penny's Bay, Kai Tak and many other locations by adoption of Modular Integrated Construction method.

Ms Ho graduated from the Faculty of Architecture of The University of Hong Kong. She also attended the Advanced Management Program of INSEAD in France. She is a member of the Hong Kong Institute of Architects and a Registered Architect.

 Christine Choi Yuk-lin (蔡若蓮), is the current Secretary for Education in Hong Kong, formerly the principal of Fukien Secondary School (Siu Sai Wan) and vice-chairlady of Hong Kong Federation of Education Workers. Choi ran in two elections in 2016 but was both defeated. She was also appointed as a government committee member. In June 2016, Choi announced her independent candidacy for the legislative election in the education constituency, criticizing both then-Education Secretary Eddie Ng and MP Ip Kin-yuen for inaction. Her campaign faced legal accusations and police scrutiny for "technical mistakes." Ultimately, she received 28% of the votes and lost the election. Later that year, she participated in the Election Committee election for Chief Executive, again finishing second among pro-Beijing candidates with 23% of the vote. In June 2017, reports emerged that Choi might be appointed Under Secretary for Education. Critics questioned her pro-Beijing ties and election defeats, while pro-Beijing groups supported her for

"depoliticizing" education. The government confirmed her appointment in August, leading her to resign as a secondary school principal and vice-chair of HKFEW. Choi was appointed Education Secretary on July 1, 2022, succeeding Kevin Yeung. Her appointment followed significant changes in the education sector, including a political test for new teachers and the introduction of patriotic education. In August 2022, after more than 50% of CUHK students walked out of a national security seminar during their orientation, Choi said the students should treasure the learning opportunity.

In August 2022, Choi also said new public school teachers must pass a Basic Law test, including topics on national security.

• For employees:  It promotes fair labour practices, help maintaining harmonious employer-employee relations, improving employees’ rights and benefits and enhancing safety and health in work. This minimises unrest and dissatisfaction. When workers feel secure in their jobs and confident that their rights are upheld, they are less likely to engage in criminal activities driven by frustration or economic hardship. Social harmony and stability is fostered, contributing to overall stability of the society and public, reduces the risk of civil unrest and enhances public orders. This contributes to overall national security.

• Support for Vulnerable Groups: The Bureau helps disadvantaged and marginalised communities. By providing targeted support for the elderly and families in neeed, such as through the Elderly Services Programme Plan, providing more free activities like dancing for the elderlyto join, and the Public Transport Fare Concession Scheme, allowing the elderly over the age 60 to travel for just $2 per trip, and Old Age Living Allowance which provides sudsidy to the elderly. It helps alleviate the pressures these groups face, reducing social tensions that could otherwise escalate into larger conflicts, thereby protecting the stability of the community and the public security, hence the national security.

•  Employment Opportunities for Disabled : It promotes job creation and workforce development, particularly for groups like persons with disabilities. For example it provides One-stop Information and Support Platform for Employments of Persons with Disabilities.Through these various initiatives and schemes designed to encourage their employment, reducing unemployment rates and stimulate economic growth.  A strong economy with ample job opportunities decreases the likelihood of crime and social unrest, especially for those with disabilities. And when people feel economically secure and engaged, they are more likely to contribute positively to their communities, society enhancing national security.

 Public Awareness Campaigns:

Since opening in August, the National Security Exhibition Gallery has been well-received by the public.Security bureau also trains tutors at district level for promotion of national security education in the community. Thematic exhibitions will be rolled out by the gallery to dovetail with the 10th National Security Education Day next year. The Education Bureau (EDB) will also update the Curriculum Framework of National Security Education.

Through investigatory and law enforcement actions against people and organisations suspected of endangering national security, the security bureau has successfully eradicated a number of key individuals and organisations endangering national security.Following the implementation of the National Security Law, Hong Kong has moved away from the worst-case scenario brought by the serious violence.

Students: 

As required by the Hong Kong Education Bureau, starting from the 2022/33 school year, all primary and secondary schools should fully implement the administrative and educational measures related to safeguarding national security at all key stages of learning. 

This education system highlights the importance of the Chinese Communist Party (CCP) and its leadership role in governance, as well as its history, achievements, and its role in maintaining stability. This instils students with a sense of loyalty to the state and the party, which is essential to national unity and social harmony. This also deepens students’ understanding of China, "One Country, Two Systems" and broadens their global perspectives in this contemporary era. This facilitates the system security of Hong Kong and China.

Besides, through education, students can understand and comprehend the legal framework of China, the Constitution, and of Hong Kong that governs Hong Kong, the Basic Law. This emphasises the responsibilities as a Chinese citizen in supporting the political system, discouraging actions that might threaten the stability of the regime, ensuring the regime security is maintained.

Through receiving education related to national security and China at school, students can address and counteract any narratives that could threaten political stability, and encourage values of patriotism and loyalty, as well as a holistic development of students.

As youths are the future leaders of our country, fostering us with the sense of belonging to China and reinforcing our identity as a Chinese citizen is crucial in safeguarding the political and national security of China. 

Teachers: 

As for all newly-appointed teachers in public sector schools, Direct Subsidy Scheme schools and kindergartens joining the Kindergarten Education Scheme, they are required to pass the Basic Law and National Security Law Test (BLNST) in order to be considered for appointment. This requirement guarantees that teachers possess a profound understanding of the National Security Law, enabling them to impart these critical lessons to their students effectively. This plays a vital role in safeguarding the national security in Hong Kong and China.

Before he became the Secretary, he was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. After leaving the Government, Mr Hui spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He worked for a number of multinational companies in the private sector as well. He was appointed the Executive Director of the Hong Kong Financial Services Development Council from 2019 to 2020.

Mr Hui also held a post in different public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.

One of the Chief Executive’s 2024 Policy Address is to build Hong Kong into an international hub for high-calibre talents through nurturing talents of Hong Kong. The Government is committed to developing Hong Kong into an international hub for post-secondary education. Therefore, they are incentivising more local students to pursue advanced studies through set up the Hong Kong Future Talents Scholarship Scheme for Advanced Studies, beginning in the 2025/26 academic year, offering scholarships each year to up to 1 200 local students enrolling in designated postgraduate programmes;

To help achieve that goal, the EDB is promoting STEAM education in primary and secondary schools, and also enhancing support for different schools, teachers and students. The EDB will provide different support measures, including enriching the curriculum, strengthening teacher training and offering resources support to facilitate schools in creating a fun atmosphere conducive to the learning of science and technology, to nurture students’ interest and capabilities in learning science and technology from an early age, and to develop the students’ potential in innovation. On August 6 2024, EDB launched the full year provision of additional funding for enhancing support for learning and teaching Chinese for NCS (non-chinese-speaking) students in the 2024-25 school year, which provides support to some of the often overlooked groups of students in Hong Kong. 

The EDB is also focusing on patriotic education and has updated the curriculum framework of national security education. Starting from the 2024/25 school year, the EDB is providing at least 30 routes with “red resources” through the Mainland exchange programmes and study tours for students, where they can learn more about the history and have a taste of the culture of our country through the exchange programmes, with the aim that student enjoy their time during the exchange programmes and become more patriotic. 

How the implementation is facilitated by the Education Bureau

The EDB will be launching “Love Our Home, Treasure Our Country 3.0”, a joint school programme which provides different national education activities. This year, the scale of the programme will be further expanded to include more kindergartens, primary schools, secondary schools, special schools and sister schools on the Mainland, with the total attendance reaching 25000. Apart from teachers and students, some activities invited parents, experts from different sectors and members of the public to enhance different stakeholders' understanding of national education.

The aim of this programme is to deepen students' understanding of Chinese culture and strengthen their affection for and sense of belonging to the country. This programme is to act as a bridge for the strengthening of exchange amongst different schools, and a combination of strengths to develop resources to enable a patriotic atmosphere and sentiments to extend continuously across school campuses in all districts of Hong Kong. The programme ultimately helps nurture young people into quality citizens with a sense of social responsibility and national identity, as well as an affection for Hong Kong.

The policy states that the development of international financial, shipping and trading centres are interconnected. Hong Kong aims to create a commodity trading ecosystem to strengthen existing businesses and explore new growth areas. This will attract enterprises to establish operations in the city, positioning it as a hub for international trading, storage and delivery, shipping and logistics, risk management, and more. This strategy will help develop the makers in international gold, non-ferrous metal, green transportation and others, integrating Hong Kong as an international financial, shipping and trade centre. This also includes developing Hong Kong’s gold market and as a global offshore RMB business hub.

How the Financial Service and helps facilitate the implementation of Consolidating and enhancing Hong Kong's advantages:

1.Develop an international gold trading market and world-class gold storage facilities 

The Financial Services and the Treasury Bureau will set up a working group within this year to formulate plans on enhancing the trading and regulatory mechanisms of the market. For example, the bureau will cover gold supply and demand, product development, application of standards, clearing mechanism, logistics and storage, testing and certification, talent training, cross-boundary collaboration, etc. This covers various aspects crucial for establishing a global hub for gold trading and top-tier gold storage facilities in Hong Kong. The bureau also communicates with different professionals such as Chinese Gold and Silver Exchange, financial institutions, explore conducting promotion activities in the Mainland and globally to attract Mainland and international investors and users to store gold and conduct trading, clearing and delivery in Hong Kong.

2.Promotion of stock and bond investment and financing

To facilitate Hong Kong’s financial development and the internationalisation of RMB, the FSTB will promote stock and bond investment and financing.FSTB will collaborate with Guangdong Provincial Development and Reform Commission (Office of the Leading Group on Construction of Guangdong-Hong Kong-Macao Greater Bay Area of Guangdong), organise a seminar on “expanding the offshore RMB bond market and leveraging bond financing to support the development of the Greater Bay Area, FSTB will also encourage more mainland institutions to issue bonds such as dim sum bonds in Hong Kong, to support and promote the internationalisation of RMB.

3.Optimising trading mechanism

The FSTB has exempted stamp duty on stock transactions conducted by market makers to increase the liquidity of RMB‑denominated stock, in collaboration with the Hong Kong Exchanges and Clearing Limited, FSTB will proactively approach listed companies to promote the strategic significance and specific benefits of setting up an RMB securities trading counter. In August, regulators of Hong Kong and the Mainland announced their agreement to adjust the Stock Connect trading calendar to allow trading under Stock Connect on the common trading days of the Hong Kong and Mainland stock markets, even if the corresponding settlement day falls on a public holiday. The optimised mechanism will facilitate Hong Kong and Mainland investors’ fuller participation in both markets and management of their investments.

A new regulatory regime has been implemented in order to enhance its independence, which enhances investor protection and ensures that the regime is benchmarked against the international standard and practice. Therefore the FSTB launched the Public Interest Entities auditor regulatory regime on 1 October 2019.The new regulatory regime of the accounting profession has been in operation since 1 October 2022. Under the new regime, the  Financial Reporting Council, established in 2006, has been renamed as the Accounting and Financial Reporting Council and become a full-fledged independent regulatory and oversight body of the accounting profession. The AFRC is responsible for granting licenses to certified public accountants, enrolling accounting firms and auditors for Public Interest Entities, aas well as managing issues related to auditing profession supervision, inquiry, and enforcement. Its duties also include fostering the growth of the auditing sector and supervising the Hong Kong Institute of Certified Public Accountants' execution of its diverse legal professional obligations.

Financial security

The bureau provides insurance and risk management services. To better protect insurance policyholders' interest and maintain market stability in the event of insurer insolvency, the FSTB plan to establish a Policyholders’ Protection Scheme to provide a safety net for policyholders in case an insurer becomes insolvent. Together with the Insurance Authority, the FSTB have maintained close contact with the industry in undertaking preparatory work, including conducting a consultancy study to update the key parameters of the PPS. Moreover, the bureau plans to establish an RBC regime which will make capital requirements more sensitive to the level of risk borne by insurance companies. Together with the Insurance Authority, they have maintained close contact with the industry in undertaking preparatory work, including conducting three rounds of Quantitative Impact Studies to collect data for assessing the outcome on the solvency l evel of insurers. Through monitoring and analyzing market trends, the bureau can protect the stability of the financial system.

The Environment and Ecology Bureau (EEB) aims to enhance the quality of life for Hong Kong residents by fostering a society that values a healthy and sustainable environment.

1. Promotion of Environmental Stability. The bureau oversees waste management, and promotes safe disposal practices. The EEB is also involved in conservation of biodiversity. E.g. management of country parks and marine parks.  The EEB's focus on environmental protection and sustainable development fosters a stable and healthy environment which reduces the likelihood of social unrest that can stem from environmental degradation, such as pollution and resource scarcity. Ecological security and biosecurity are safeguarded. By ensuring a clean and sustainable environment, the EEB contributes to social harmony and national stability.

 2. Regulatory Frameworks and Compliance. The EEB is responsible for enforcing environmental laws and regulations. By maintaining strict compliance with these laws, the bureau helps mitigate risks associated with environmental hazards, such as toxic waste and pollution. This regulatory oversight protects public health and safety, which directly correlates to societal stability and, by extension, national security.

3. Disaster Preparedness and Response. Through its policies on climate change and disaster management like monitoring pollution levels, the EEB enhances Hong Kong's resilience to environmental crises, such as typhoons and flooding. Effective disaster preparedness and response mechanisms are vital for maintaining order and security during emergencies. This proactive approach ensures that the government can respond swiftly to environmental threats, which helps prevent panic and disorder. Economic loss can be reduced to lowest, which safeguards economic security, thereby safeguarding national security.

 4. Community Engagement and Awareness. The EEB promotes public awareness and community involvement in environmental conservation. By fostering a culture of environmental stewardship, the bureau encourages citizens to actively participate in safeguarding their surroundings. It advocates saving and reducing the waste of water, electricity, gas, etc. in daily work and life, practising green and low-carbon travel to minimise the consumption of energy resources such as petroleum, and starting from small matters in our lives to support resource security, which is an aspect of national security. This civic engagement not only enhances community ties but also instil a sense of responsibility among residents, which is crucial for maintaining social order and national cohesion. 

 5. Support for Food Security. By overseeing food safety and environmental hygiene, the EEB ensures that Hong Kong's food supply is safe and sustainable. EEB stated citizens should live by the civilised spirit of cherishing food and "saying no to food waste". Food security is a critical aspect of national security; any disruption in food supply can lead to social instability. The bureau’s initiatives in agriculture and fisheries enhance local food production, thereby reducing dependence on external sources and strengthening the region's resilience against potential food crises, and food security is safeguarded.

The policy aims to expand the recycling network of Hong Kong, by enhancing public awareness and education in communities and schools about waste reduction and providing support for green technology. The vision of the policy is 'zero landfill' in Hong Kong. It achieves its aims through many actions, like supporting local development of green technologies through the Green Tech Fund and supporting companies in upcycling waste materials into valuable products. It strengthens food waste management by doubling residential food waste collection facilities and establishing self-service recycling stores in public housing estates, enhancing waste-to-resources capabilities.

How the Environment and Ecology Bureau helps facilitate the implementation of the policy address:

The Bureau has implemented many legislations in order to reduce waste and promote a green lifestyle in Hong Kong.

-The Waste Disposal Ordinance is set up, and it is used to enforce controls on waste disposal, including collection and disposal and the import and export of waste.

-The Dumping at Sea Ordinance is enforced to control disposal of dredged mud and excavated materials at designated marine disposal sites.

-The Livestock Waste Control Scheme has been fully implemented in the management and disposal of livestock waste.

In order to further promote the sustainable development of recycling and green lifestyle, ecoparks and recycling funds are also set up

-The Bureau has developed a 20-hectare EcoPark in Tuen Mun Area 38 to provide long-term land at affordable costs for the development of the recycling industry with a view to encouraging investment in advanced technologies and valued-added recycling processes.

-The $1 billion Recycling Fund has been launched by the Bureau and is open for applications.  The Recycling Fund promotes the recovery and recycling of waste into useful resources and products by facilitating the upgrading of operational capabilities and efficiency of the recycling industry to support its sustainable development.

To increase public awareness and education on recycling, campaigns are run by the bureau to educate people about the importance of waste reduction and recycling. Workshops, school programs, and community events are created to promote sustainable practices and inform citizens about new initiatives.

-"Waste Reduction Week" is organized annually. This week-long campaign includes various activities such as workshops, exhibitions, and community clean-up events to promote waste reduction and recycling practices among residents.

-The "Green Hong Kong" Campaign is launched. This initiative promotes sustainable living through public education on waste separation and recycling. The campaign includes posters, social media outreach, and community events.

- The "Recycle for Good" Program is arranged to encourage schools and communities to participate in recycling activities. Schools host workshops and competitions to engage students in recycling efforts, helping them learn about waste management.

-Environmental Education Centers are set up in facilities like the Hong Kong Wetland Park and the Science Museum to host educational programs that include information on waste management, recycling, and sustainable living practices.

The policy provided more clusters for research and development (R&D) personnel from Hong Kong and around the world. The Government has already started preparatory work to establish the third InnoHK research cluster, which will focus on advanced manufacturing, materials, energy and sustainable development. The target is to attract world-class R&D teams to collaborate with local institutions, promoting R&D and bringing in talents.

The bureaus’ work includes the development in promoting R&D, therefore the Third InnoHK focus on advanced manufacturing and sustainable energy. 

The ITIB implements targeted talent attraction programs aimed at drawing skilled professionals and researchers from around the globe. This can include initiatives like the Technology Talent Admission Scheme, which simplifies the process for foreign experts to work in Hong Kong. By creating a welcoming environment for talent, the ITIB helps ensure that local R&D efforts are led by experts with the necessary experience and skills to drive innovation forward.

Under the strategic planning and allocation of the bureau, the focus of different research clusters can be well-allocated, the research in a cluster can be conducted more effectively. This hence facilitate the development of Hong Kong as an innovation centre in different sectors.

Also, as Hong Kong goes under development in different sectors, the capabilities increase under the cooperation of the country, hence can improve the quality of life in HK with better technology. Under the higher quality of life, the public will be able to foster social stability, this can safeguards national security in HK. 

To ensure that local policies align with broader national security objectives, the CMAB engages in policy coordination through regular consultations with mainland officials, refining strategies to enhance security measures. In terms of crisis management, the bureau works with mainland authorities to develop coordinated responses to potential security crises, including conducting joint drills to prepare for emergencies effectively.

Moreover, the CMAB focuses on establishing a robust legal and regulatory framework, harmonizing local laws with national legislation to facilitate smoother enforcement and cooperation. Public safety initiatives are also a priority, with the CMAB promoting community engagement and collaborative monitoring efforts to identify and mitigate threats arising from social unrest or external influences.

Finally, the bureau encourages cultural and educational exchanges, emphasizing national unity and security to help residents of Hong Kong understand the broader context of these issues. Training programs for Hong Kong officials in the mainland further enhance the effectiveness of this engagement. Through these multifaceted efforts, the CMAB strengthens Hong Kong's security framework and safeguards the national security.
