Under the guise of a business man he bribe, killed, and smuggled his way to power. He led several groups of crime such as bootlegging, prostitution, murder, and theft. He also accumulated enough wealth and influence to avoid most the consequences largely through bribing government officials into turning a blind eye towards his activities. Interestingly enough, and probably a significant reason why he's so well known today, he cared a great deal about his public appearance. Using the money he gained from his activities he donated to charity and even once paid for the medical treatment of a woman and her daughter who became injured in a failed assassination attempt against him. Without the treatment the woman would have gone blind and the daughter would have suffered for days without help. It was this kind of curious generosity that led some people to think he was the "modern Robin hood". This divide between him and the typical crime lord has distinguished him and been cause enough to influence people even today. He shows up in literature (The design for Scarface from batman is modeled off him) and may even inspire today's organized crime.
