It's noticeable that there are quite a few people on the architecture. Usually, people would stay inside if they know the whether is expected to be rainy. Based on the title where it says "Sudden Shower", it can be concluded that the the people on the bridge didn't expect the rain to make an appearance. Also, about the umbrellas, they could've just came prepared, even if they didn't think the weather would be rainy.
