The Colonial Administrators are responsible for the death of 10 million people because of how their obedience to authority allowed Leopold to commit these atrocities while they watched and drank wine without caring or intervening. As a result of this people like Rom roamed around doing terrible acts and even making manuals on holding hostages. While few of the thousands of workers in the Administration spoke out the rest didn't and watched multiple people die without interfering.
