The delegates at the convention argued that the United States needed a strong federal government.<br>Edmund Randolph presented the Virginia Plan at the Constitutional Convention on May 29, 1787. He made a compelling case to the rest of the delegates on why the plan should be considered. It was the first proposal given at the convention. Virginia sent seven delegates to the Constitutional Convention: George Washington, James Madison, Edmund Randolph, George Mason, George Wythe, James McClurg, and John Blair. The Virginia delegates strongly believed the Articles of Confederation could not be saved. They felt a new plan should be written. James Madison was a main supporter of a new constitution. He arrived in Philadelphia 10 days early and was well prepared. For months he had been studying in great depth the governments of other countries. He brought trunks of books with him. Some of those books were borrowed from Thomas Jefferson—the author of the Declaration of Independence. Jefferson's library was one of the largest in the country and would one day form the foundation for the Library of Congress.</div>]]></description>

The delegates at the convention argued The purpose of the convention was to amend, or change, the Articles of Confederation—the United States' first constitution. The Articles of Confederation had significant problems.he Virginia Plan is also known as the Randolph Plan or Large-State Plan. It is known as the Randolph Plan because Edmund Randolph, one of the Virginia delegates, presented the plan at the convention.<br><br>The Articles of Confederation had significant problems. . Under the articles, the federal government was called the Confederation Congress, or Congress. It was made up of a one-house legislature. The articles gave most of the power to the states.<br><br>Additionally, the responsibilities given to the federal government in the articles could not be enforced. Congress could make treaties with other countries. But it had no ability to make the countries keep their promises. Congress also was not able to make the states obey their agreements. The states could print their own money and set their own rules for trade. This caused difficulties between the states and with other countries. Congress had no power to solve the problems, nor could it tax the states. This made it impossible for the country to pay its wartime debts.<br><br></div><div>This part of the Virginia Plan led to serious debates. The states with large populations supported the idea.&nbsp;</div>]]></description>

Under the articles, the federal government was called the Confederation Congress, or Congress. It was made up of a one-house legislature. The states agreed to send delegates to a Federal Convention.
