The geographical location of Zumarraga is not directly affected by the Philippine Trench if there will be a movement that will cause

Tsunami but more on ground shaking only, the same thing on the other side with the Philippine and Leyte Faults. Zumarraga is surrounded by mountains, Catbalogan on the North-East, Jiabong on the East and Daram on the West side.

Tsunami Evacuation Map for Tsunami Hazard

I. Objective

To ensure the safety of all residents and visitors by providing clear procedures for tsunami early warning, evacuation, and post-event response.

II. Scope

This protocol applies to all barangays within the Municipality of Marabut, especially coastal and low-lying areas vulnerable to tsunami inundation.

III. Key Roles and Responsibilities

Agency/Office Primary Role

MDRRMO Lead agency in tsunami preparedness, early warning dissemination, and coordination of response actions.

Philippine Institute of Volcanology and Seismology (PHIVOLCS) Official tsunami information source and alert issuance.

PNP / BFP Assist in warning dissemination, crowd control, and evacuation enforcement.

Barangay DRRMCs Implement community-level evacuation and assist in accounting of residents.

Health Office Provide first aid and medical assistance in evacuation centers.

DepEd Coordinate school evacuations and use of schools as temporary shelters.

IV. Early Warning System (EWS)

V. Evacuation Protocol

1. Immediate Response

• Once strong ground shaking is felt (lasting 30 seconds or more), do not wait for official warning — EVACUATE IMMEDIATELY.

• Move inland or uphill to an area at least 30 meters above sea level or 1 km away from the shore.

2. Evacuation Procedures

1. Activate sirens and public warnings.

2. Barangay officials lead residents to designated evacuation routes.

3. MDRRMO monitors and records evacuated population.

4. PNP/BFP secure routes and assist the elderly, PWDs, and children.

5. Health and MSWDO staff manage evacuation centers.

3. Evacuation Center Management

• Conduct headcount and record evacuees.

• Provide basic needs: water, food, first aid.

• Maintain communication with MDRRMO for updates.

• Await official “All Clear” signal from PHIVOLCS/MDRRMO before returning.

VI. Post-Tsunami Actions

• Conduct search, rescue, and retrieval (SRR) operations if needed.

• Assess damage and submit reports.

• Provide psychosocial support to affected families.

• Begin rehabilitation and recovery activities.
