I honestly think President Trump would try this. The armed forces should be helping Syria instead of retreating. But Trump does do a lot over Twitter, and doesn't seem super involved in this issue. He tweets a lot of political things and seems to spend all his free time on that site. So this comic pokes fun at that, and the artist seems to disagree with the withdrawal.

The cartoonist is trying to say that the deployment and withdrawal of the Armed Forces from Syria was completely pointless. He also seems to think that President Trump never actually cared about the issue and just used a tweet to end one of the "lesser" things on his agenda so he wouldn't have to do the work.
