I know sometimes I will just breeze through the library not know what to get, if I was to look at a book that was inappropriate and I shouldn't read. I wouldn't know it was inappropriate before reading it so I would assume it was OK to read but it is not. Even though, some people will band books that shouldn't be banned the community members should control what to do.
