Rev. Hale uses the girls, and the villages, fear of the Devil, to try to motivate  Abigail to confess to calling upon him last night.

"Now mark me, if the Devil is in her you will witness some frightful wonders in this room, so please to keep her wits about you...Do you remember my two little girls in Beverly? (pg. 39)"
Hale try to use villages fear of the Devil and his power to convince them that the girl may be bewitched and is dangerous.

Betty has stayed asleep because she was scared when her dad caught them in the act.

She is afraid to lose her only daughter left. she thinks that the devil is after her daughter to take her from Mrs. Putnam too.

Putnam is in fear of witches and is pointing out of fear that there are witches afoot. Fear motivated him to want to find the witches in society because of his fear of losing his families reputation.

In the scene, Rev. Hale is attempting to test the Proctors by asking them to recite the Ten Commandments. Proctor's actions show he's scared to fail and be called a witch along with his wife. He goes along and lists them to assuage this.
"PROCTOR, with difficulty: I-I have no witness and cannot prove it, except my word be taken. But I know the children's sickness had naught to do with witchcraft... HALE: Who told you this? PROCTOR, hesitates, then: Abigail Williams" (65). Proctor's fear of his affair being found out are why he hesitates about everything but after forgetting a Commandment, his fear of being called a witch or his wife being called a witch is too much and he tells the truth.

Mary Warren: "She'll kill me for sayin' that!"(pg.57) She is scared that if Proctor is to tell the court about his conversation with Mary that Abigail might kill her.
