Right now Ryanair has 55% shareholders in Europe, but the company will lose 20% of their European shareholders as these 20% are British shareholders. Based on Micheal o Larys speech in front of the European Parliament Ryanair flights will be withdrawn for months incase of a Brexit. He said that the EU and the UK need an open skies agreement to keep these flights. The open flight agreement would allow Ryanair to fly between any point in the European Union and any point of the United Kingdom. Without this deal Ryanair would not be able to fly within Europe and receive any subsidies. The operating license
Only "European" airlines are allowed to fly freely in the European internal aviation market. EU airlines are allowed to fly passengers, baggage and freight from anywhere in the European Union to any other place in the European Union.

For non-EU airlines it means: Flight to the EU and within the EU only with the corresponding traffic rights. The non-European airlines can therefore only serve certain individual airlines. The  market access is very limited

The requirements for a european Airline can be found in Article 4 of Regulation (EC) No. 1008/2008 
The airline must be headquartered in an EU Member State.
The airline must have a valid air operator certificate (AOC) issued by this EU member state.


EU member states or equal third countries and/or members of these states  must own the majority of the company shares.
