People were scared after WWI and they wanted someone to protect them and they feel like a dictator can. People also wanted change because of the war and a dictator type of ruler gives promises of great change. They also like the idea of a heavy hand. And democratic processes take forever, they don't focus on protection of many. Change doesn't happen fast or much in democracies.
